brown and shredded leaves from Lack of water and wind

Soil Type (e.g. sandy, clay or loam) OR Potting Mix Type:
dumped soil left by developers

How often do you water the plant:
as often as is possible with restricted water supply

How many hours of sunlight does the plant get each day:
full sun

How long since you planted it:
7 years

Have you fertilised? If so, with what and when:
yes generic seasol fertiliser and time release osmocote and sheep poo

Is the plant indoors or outdoors:
outdoors

Is the plant in a pot or in the ground:
ground

What other treatments have you given the plant:
as above

I would like to know whether I should prune these plants right back and let them regenerate utilising intensive watering
