Painting Batu

I have just painted, in preference to oiling, 200 metres of Batu. On advise from my local hardware I used a coat of 1-2-3 Primer/Sealer and then painted two coats of Dulux Weathershield over. I now find that if I rub the timber hard with a cloth that the paint tends to come off. Any solutions or answers would be welcome.
