Garden bed-rising damp

i am new to this whole gardening world but i have recently re-done my front garden and now have the bug to do more.
i am looking at building a limestone garden wall along the back of my house. now i have been told of rising damp. my house is only 2 years old. if i lay the garden bed with black plastic will this be enough to stop rising damp from occurring?

Hi Jodestar, I think you need to also make sure excess water dosn't enter other ways, overhanging drain-pipes, and over watering. you may need to line the inside, and have your drainage holes located so the water dosen't soak. There are water-proofing agents you can use.
