Swimming Pool DIY Reno

Hello all,
After discovering rust coming through the pebblecrete wall of the swimming pool and fixing it, 2 years later we are having the same problem... We have decided to remove all the pebblecrete and bring it back to the raw concrete however this is posing a little more difficult than expected. There are also some hollow spots under the pebble that you can hear how hollow it is and they lift up no problem but after purchasing a new electric hammer and spending two days on the job it seems like the end is not in sight...

We have removed pebble crete from an area of around 3m2 and are putting the call out to anyone that can help with any ideas of how to raise the pebble crete of if there is another method to remove the layer of pebble so we can get the pool re-done with pebble or tiles later on..
