Neighbours dog is a nightmare!

I need some advice dealing with a neighbours dog. The dog is vicious and on top of that barks from 7am-5pm daily!!
I live in a block of units with the dog living in the house next door to us all. It attacked my cat, rushed at another unit resident and has tried to attack another residents little house dog a few times. The dogs house shares a fence with 3 of our units and the dog jumps the fence and has entered all 3 yards, one on a number of occasions, the owner keeps adding more pailings but it doesn't stop the dog getting in, this is when the small house dog is threatened in it's own home. The barking is having an impact on all our lives, the lady with the little dog has grandchildren who can't sleep, another lady is a shiftworker and we work fulltime and can't sleep either. Last night I left a 30th birthday early due to not being able to keep my eyes open after getting up when it was still dark cos of barking.
Attempts have been made to address the issue with the owners by several residents who have all had the response "%$#&%* off or I'll *&%&%% you, you $@##*@"
So! We all rang the council, one person got a barking dog kit, another gets fobbed off everytime she calls and I was promised a barking kit and never got one. Yesterday the dog jumped the fence into my yard and was threatening me (my cat remembers the dog attack and promptly ran to my bed to shed fur through stress) I called RSPCA who said to ring the police, who gave me the number for the ranger who came straight out and was lunged at by the dog. She wasn't able to take it as the owners arrived home as she was trying to catch it. I gave the rangers number to my neighbours and one of them must have phoned again today as they were back again. I have a strong feeling that the dogs behaviour is a result of mistreatment and phoned the RSPCA to report my concerns and they never did anything.
I'm overtired after another early morning, feel let down by the council and I feel like if this isn't resolved soon I'm gonna move out. The amount of yelling and swearing at the dog I hear from other neigbours over all the fences is amazing. My neigbours here in the unit and I are all working together but we arn't getting anywhere.
Any ideas from anybody at all? Apologies for the length.

I understand your anguish mcgoss. Police & Council cannot ignore your complaint but it seems they have. The best I can recommend to you is to try putting your problem to the forum on "dogsonline." It's a dog forum and though I haven't noticed a problem like yours on there before I'm pretty sure that they will be well versed in the laws controlling dogs and the problems that can occur.

I have had problems with barking dogs before and rang council i told them to get the ranger out as the dog was being neglected and i had enough of the barking. I haven't had problem with vicious dogs but. Ask council to post out the laws on barking dogs to you, photocopy it and stick it in the owners letter box but highlight some of the main points on it. And give ya other neighbours a copy to. With a vicious dog on a property, council can issue a sign for the owner to display on their fence stating dangerous dog on property, If the ranger comes round to and the dog is not microchipped or registered the owner can be fined. Just tell council if the dog attacks a child or another pet you and your neighbours will sue the council for not acting correctly by the law. I think they will soon pull their finger out and do something, get a partitian going with the signatures of all ya neighbours send it to council, the ranger and the police. GOOD LUCK

God, you poor thing, can understand where you're coming from! What about a letter to your local paper advising of the situation. somebody has to do something. That dog is a disaster waiting to happen. Good luck. Mausy

I've just been going through a similar thing, thankfully after 12 months it seems to be sorted out.
The Council has to do something, my advice is to get everyone to record every event with as much detail as possible, dates etc and just keep pestering.
A dog is considered a nusance if it is barking for more than 6 minutes an hour on a continuous basis and It dosn't have to actually bite anyone to be deemed dangerous.
If you find the dog in your yard (or on the street) call the pound/dog catcher to come and get it.
The more evidence you have and the more people that ring and complain then the Council is more likely to respond.

I think what needs to be looked at first here is the environment the poor dog is living as it seems to me that noone looks after the poor animal well, and therefore he keeps barking as he is seeking the attention so absolutely the RSPCA is the first point of contact and once that is sorted out the behaviour can be looked at too and I am sure once the dog will be taken for a walk and played with he will also stop barking
