Breeding Star Finches

I purchased a pair of these recently, having previously bred zebra finches quite successfully. Is their nesting method similar to that of the zebras in closed cane baskets?
They don't appear to be interested in breeding at all and I wonder if I'm doing something wrong with the nesting material I've provided. Please advise, thanks.
