Pebble path

I have a problem building a pebble path. Tha path is 19 metres long, I am using 6mm pebbles at 5omm depth. I am finding the path is not firm enough to whell a barrow on and need help with suggestions as to how I can firm it up. I do not want to use cincrete unless absolutely necessary and have tried sand but may not have used enough or have used too much and have watered the sand it every day for about 20 minutes. Does anyone have the same problem or an answer to my query. Thanks
