the tree in the custom house at goondiwindi had clumps of yellow bell shaped flower on it a month ago now it has clumps of long bean like hangings on it they are an olive green any suggestions of what it is

My Mum lives in Newcastle NSW,she has been in her house for 55 years.
I am sure she has the tree you are describing,it was there when she moved in and still flowers year after year without any attention.Has small green leaves,lovely little yellow flowers(Smothered in them) and then has a long dark green bean things hanging that smell.I am also interested to find out its name,(Other than Cecil)!
