Scary neighbours

With all the discussions about neighbourhood disputes in Burke's Mag lately, I would like to ask how to deal with neighbours that are scary... I have dog problems with our neighbours, they have 2 dogs. One keeps wandering into our yard, and the other is chained up right next to our fence out-side our bedrooms, and has shade but no shelter and yelps all night. I would like to do something about this as I feel sorry for the poor dog, however the neighbors scare me.
I once yelled at the dog in my front yard and the next day the neighbours started throwing buckets of something at our house. Id hate to see what they would do if I called the RSPCA.
An anonomous letter wouldn't work, as we are the only two houses in the street, so they would know it was me.
Any advice?
