Propagation heating pad

Would anyone know of a reasonably priced (under $100) thermostatically controlled propagation heating pad that can be purchased in Australia? As a home gardener, I need a small one (approx 50cm). I'm using an ordinary opaque, plastic storage box, which I've drilled a few holes into the walls for ventillation at the top of the box, (which stands about 40cm high),and the seedling pots sit inside the box. I water them lightly so that the pots don't sit in water, or I just mop excess water out of the bottom. I just need a heating pad to place under the plastic box to speed up germination. (There is no chance water can escape from the plastic box, so the heating pad would be safe from contact with water). Would also appreciate anyone's feedback about using similar.
