Narrow side passage - need for screening from Neighbours

I'm looking to plant several shrubs/trees which will give some privacy from neighbours, and hopefully be attractive to birds/wildlife.

Neighbouring property is around 1 metre lower than mine - they have almost entirely removed a row of well-established Camelias which were along their side of the fence line.

So I want to green my side of the fence, problem being there is only a narrow passageway (1.9m) between my house and fence, and I need to maintain reasonable access. Also, quality of "soil" is questionable as this passageway has been built up to make it level with sandstone blocks, rocks, rubble etc. Little direct sunlight hits this area, but it would be well drained!

Something evergreen would be ideal, growing to around 5.0m.

Suggestions welcome!
