water tank base material

I purchased a 3000 ltr slimline tank 680mm wide x 2830mm long from www.savemygarden.com.au which I am very happy with but now I need to install it and really do not want to have to cement a base for it (too hard) though I know the base needs to be sturdy. Can I use pavers or those square stepping blocks just as successfully? Has anyone done it this way?

Clean sand 100 mm thick free of stones, sticks etc placed in a timber frame so the sand is not washed away by rain is acceptable.I have used this method for conrete and plastic rainwater tanks in the past.Remove exsisting soil so the new fill finishes the same height.
