Dying lilly pilly?

i have a row of about 14 l/pillys, all are about 2 meters high 1 m wide and look great. Except one in the middle which is small/stunted with yellow leaves, very spindly looking and unhealthy...does not get watered much.

Although one half of the pillys have our sewage (ground) and also our runoff from kitchen/shower etc and this half is absoutly booming...could that one yellow l/pilly just be a one off dodgy, was thinking about digging it out and replacing with another.

it has been like this since first planted about 3 year ago

any help apprieciated

I have just been scrounging around under the lily pilly's and found about 15/20 small shoots that have shot up from the seeds, there are more but i left them.

Have transported these into a long pot using the dirt underneath the compost.

anyone have any info on how would be the best way to raise these
