Sick Cactus

Hi there,
Just signed up here, so hope someone can help me. I have been given a sick Cactus in a pot, there is no tag so dont know the type, its about 3 feet tall,round in shape with 4 fin like sides, apparently if planted it can grow arms! it was (when the Couple bought it) a healthy green colour now it is light green, it has quite a few white furry patches over it, and a few dark looking scabs (best I can describe it) the base of it doesnt look very healthy either, It has sat on their veranda since January when they bought it, I was thinking of just planting it and see how that went, or if anyone knows what the white furry patches are (if you rub with your finger it comes off easy) I would really like to try to save this plant, I know it wasnt watered much. The couple were going to dump it, then asked if I wanted to take it and see if I could save it, so here I am not having a clue what to do, I have never had a cactus before, so know nothing about them. I have a pic, but dont know wether you can attach them into this or not.. or how!
Any relpies would be greatly appreciated.

That white stuff I would rub off or dab with oil.

Despite common belief that cactus is indestructible and can withstand long without any water, which is partially true, it loves feed and water to grow strong and lush.

It also loves sun.

I killed few with wrong type of soil (almost pure clay) and too much water, but if you make proper mix of potting mix with some corse sand and don’t make it stand in water as I did, plant should recover.

Hope it can be saved and can grow well!
