severe rootbound garden

Hello everyone,
Need some help please. In our rented home we have very severe rootbound garden beds. We have planted some plants in a couple of times, but they all die, and the bed is like digging into concrete. The beds are vacant apart from some palms and native trees.
Does anyone know how to get rid of the root problem without killing the trees. Or any hardy ground cover that will never die.
Be great to hear your thoughts.

raise the beds by 40cm and you will have to put some plastic to stop the trees then sucking the nutrients if you can. or hire a bobcat to loosen the soil and they don't damage roots
