relocate citrus trees(Brisbane)

Hi all I have 3 young approx 15mnths old citrus that are struggling.Firstly not enough sun and secondly getting attacked by grass hoppers.
Is now a good time to relocate?

I have had success moving a 9 year old lemon in winter by pruning hard and dosing with seaweed until it started to send out shoots. It is still a bit hot in Brisbane so leave it a few weeks if you can. However, if you can't wait, I think they would still survive.
