Dwarf lemon won't grow

I planted it 3 years ago and it produces one sad lemon a year. It hasn't grown vertically and hasn't spread. I deep soak and feed it monthly(with Citrus food) It gets full sun from sunrise till 1:00pm, here in Oakland,CA. Everything around it(mostly flowers)does quite well. It replaced an Artichoke which did quite well for a number of years. The only thing I can think of is that the root hit an old sprinkler system pipe. Would/could that cause it?
I'm going to give it another month unless either a miracle happens or I figure out a solution. I hate to give up on it, I've never given up on anything in my garden. Thanks for your wise advice.

Dwarf lemons are a hard shrub to grow. They have very specific requirements for the soil and the fertilizer, and they don't grow in just everything. I grow a couple in pots in my garden and they are doing quite well. It usually takes them about 4 years to start giving fruit regularly, so there's still hope.
