Windmill Gardenias!!

Why do my gardenia flowers look like windmills!!..for 5 years they were beautiful, large, creamy with glossy green leaves..last year the leaves were large and glossy but the flowers were much smaller with flower heads like windmill blades..they have been living here for at least 6 years and were my pride and joy..I've pruned them right back twice because they might be diseased but this year the leaves are again glossy, the flowers stunted and again look like windmills...they are against a south west wooden paling fence. any advice would be greatly appreciated..ps I wonder if my new neighbours sprayed the fenceline??!!!..thanks Elly on the Gold Coast
