Screening plants for N facing fence

I have a tall (2m), solid fence which faces North. This means in summer plants that are next to it are in full shade, and in winter are in full sun. The fence is UGLY and I would love to use a plant to screen it but have no idea what to get... it is quite a long fence too (15m) and I don't have the cash to throw around experimenting too much.
I live in Geraldton WA. In summer we have quite hot winds blowing through, so they will need to survive these too - I have found that this is the most destructive part of our weather here.
Any ideas/hints/tips would be greatly appreciated! :-)
