Native Plants That Don't Shed Much Or Attract Insects/Bees

I know this is a very strange topic but I am interested in planting a tree on our council strip. I am located in Merrylands, NSW.

I am looking for:
* a low-maintenance medium size tree.
* Native tree is preferable.
* responding well to full sunlight.
* the trunk to be clear without too many branches as it might block the footpath.
* a tree that won't shed alot of leaves/bark or flowers over the ground.
* a tree that won't attract alot of birds or insects/spiders/bees.

In addition, the tree will be between the gutter and the footpath so I'm hoping the root system wont be widespread.

I currently have 2 established palm trees in the front yard but they are nowhere near the location.

If such a tree exists, please let me know the directions I should research!!! I'm lost at the moment. I am thinking of trying shrubs if a suitable tree can't be found.

As this strip is council property, I am aware that I will need council approval before going ahead.

Please help me if there is an answer to the puzzle... I appreciate the help!
